REMARKS...FEBRUARY WAS A MONTH OF EXTREMES. ON THE 18TH WE SET A NEW 
RECORD FOR DAILY 24 HOURS SNOWFALL AT 6.3 INCHES. THE PREVIOUS RECORD
WAS 6.0 INCHES IN 1893.  ON THE 27TH...THE RECORD HIGH MINIMUM TEMPERATURE
WAS TIED AT ALBANY AT 38 DEGREES. THE RECORD WAS SET IN 1977.  ON 
FEBRUARY 22ND...THE TEMPERATURE ROSE TO 40 DEGREES FOR THE FIRST TIME
SINCE THE 11TH OF JANUARY.  THAT TOTALED 41 DAYS WITH TEMPERATURES BELOW
40. THE LAST TIME THE TEMPERATURE REMAINED BELOW 40 FOR 41 CONSECUTIVE
DAYS WAS IN 1978. ALTHOUGH THE MONTH APPEARED TO BE ON THE COLD SIDE...
WE DID NOT HAVE THE RANGE BETWEEN THE DAILY HIGH AND LOW TEMPERATURES
NECESSARY TO HAVE A NUMERICAL EFFECT ON THE DAILY MEAN TEMPERATURES.
