In this case, NAM forecast soundings would be very helpful for determining precipitation type. This 3 hour forecast sounding, valid at 15z at Binghamton (BGM), indicates that the entire sounding would be below freezing, except for the lowest 1000 feet above the surface. As a result, the Bourgoiun Precipitation type algorithm was predicting rain and BGM at 15z (indicated by the 3 green dots on the sounding).
