Line 3: First three letters are the location identifier.
DAY: Month and day of month for the times listed on the line below.
HOUR: The UTC hour of the day. Subtract 5 hours for EST, 4 for EDT.
MX/MN: The forecast maximum or minimum temperatures for the preceeding 12 hour period.
TEMP: The forecast temperature for the time listed on the "HOUR" line
DEWPT: The dew point for the forecast hour
CLDS: The sky cover for the forecast hour.
OV is Overcast (10/10 sky cover)
BK is Broken (6/10 to 9/10 sky cover)
SC is Scattered (1/10 to 5/10 sky cover)
CL is Clear (0/10 sky cover)
WDIR: The wind direction for the forecast hour in tens of degrees.
36 is wind from the north
09 is wind from the east
18 is wind from the south
etc.
WSPD: The wind speed for the forecast hour in knots.
10 knots is about 11.5 miles an hour.
POP6: The probability of precipitation (in precent) for the 6 hour period
ending at the forecast hour.
POP12: The probability of precipitation (in precent) for the 12 hour period
ending at the forecast hour.
QPF: Precipitation amount code forecast for the 6 hour period / 12 hour period.

2 = .10 to .24 inches

period ending at the forecast hour.
TSV12: The probability of a thunderstorm / severe thunderstorm for the 12 hour
period ending at the forecast hour.
PTYPE: Precipitation type for the forecast hour.
R is Rain
S is Snow
Z is Freezing rain or Ice Pellets (sleet)
POZP: Probability that precipitation type will be freezing if any precipitation occurs.
POSN: Probability that precipitation type will be snow if any precipitation occurs.
SNOW: Snow amount code for the 6 hour period / 12 hour period.

OBVIS: Obstructions to vision for the forecast hour.
