IT WAS THE COLDEST WINTER IN NINE YEARS SINCE 1993-1994. HOWEVER
NONE OF THE LISTED LOCATIONS REPORTED THIS WINTER TO BE WITHIN THE
TOP TEN COLDEST. NEVERTHELESS IT WAS A STARK CONTRAST TO THE WINTER
OF 2001-2002 WHICH WAS THE MILDEST ON RECORD. THE AVERAGE
TEMPERATURE THE WINTER OF 2002-2003 WAS NEARLY 10 DEGREES COLDER
THAN 2001-2002.
