1000-700mb RH/Lapse Rates because it represents deeper layer in the
atmosphere and the importance of deep layer moisture and instability.
Many days 1000-850mb lapse rates are steep during the late fall early
winter months due to surface heating and cold air aloft.

need moisture favorable snow growth region for development of snow flakes.
