This radar loop matches up with the same time frame as the visible satellite loop that you can also access.  Look at how intense this band is as it hits the shore near Oswego.  The city of Oswego is a great place to be if you want to study snow.  The State University of New York College at Oswego is home to one of several  meteorology departments that offers BS and BA degrees in meteorology in the SUNY system.  If you want to learn more about meteorology and really love snow, then this is the place to be!
