HEAVY RAIN WITH MOVING SLOWLY NORTHEAST ACROSS THE LOWER JAMES 
RIVER...AND ELIZABETH RIVER. VISIBILITY DUE TO THE HEAVY RAIN IS 
AROUND ONE MILE OR LESS. 

EXPECT HEAVY RAIN AND REDUCED VISIBILITIES AROUND...
  SEWELLS POINT. 
  HAMPTON FLATS. 
  WILLOUGHBY BAY AND HAMPTON RIVER. 
  HAMPTON ROADS BRIDGE TUNNEL. 
  AND THIMBLE SHOALS. 

HEAVY RAIN IS REDUCING VISIBILITIES TO 1 MILE OR LESS. REDUCE 
YOUR SPEED...AND KEEP A LOOKOUT FOR OTHER VESSELS...BUOYS...AND 
BREAKWATERS. KEEP YOUR NAVIGATION LIGHTS ON. CONSIDER SEEKING SAFE
