Red Flag Warnings are mainly intended for forestry workers, wildfire crews, and Emergency Management personnel, and indicate an extreme fire danger. The criteria in Virginia include forecast relative humidity below 35% with winds greater than 15 mph, and "critical" fuel moisture levels. In North Carolina, criteria are relative humidity below 25%, winds greater than 20 mph or gusts to 30 mph, and "critical" fuel moisture levels.
