This is a 0.5 degree spectrum width image at 1709 UTC.  This shows the difference in velocities within a volume sample (each volume sample is shown as a pixel).  Notice the maximum value of >27 in the mesocyclone, indicating that a tornado was occurring in Norfolk.  Studies have shown that using spectrum width can aid in detection of weak tornadoes and waterspouts.
