PUBLIC INFORMATION STATEMENT...WINTER SUMMARY

...A LONG SNOWY WINTER ACROSS MOST OF WESTERN AND CENTRAL 
NEW YORK...

WITH THE LONG WINTER SEASON OF 2002-2003 JUST ABOUT HISTORY...IT IS 
TIME TO STEP BACK AND PLACE IT IN PROPER PERSPECTIVE. 

IT WILL BE REMEMBERED FOR ITS DURATION AND CONSISTENCY. IT WAS THE 
COLDEST WINTER IN 24 YEARS YET NO RECORDS WERE SET. TEMPERATURES 
WERE GENERALLY BELOW NORMAL EACH MONTH FROM NOVEMBER THROUGH MARCH 
(AND ARE WELL ON THEIR WAY IN APRIL). THE FIRST GENERAL SNOW CAME 
EARLY...ON NOVEMBER 1...AND THE LAST (SO FAR) ON APRIL 7. SNOWFALL 
WAS ABOVE NORMAL ACROSS ALL AREAS...BUT THERE REALLY WERE NO MAJOR 
STORMS. NOVEMBER AND DECEMBER ALTERNATED BETWEEN MILD AND COLD 
PERIODS...TENDING TOWARD THE COLD SIDE. BUT THE PERIOD MID JANUARY 
THROUGH MID MARCH WAS NOTABLY COLD WITH ALL BUT A HANDFUL OF DAYS 
BELOW NORMAL. SNOW COVERED THE GROUND DURING THIS ENTIRE PERIOD. 
SPRING CONDITIONS PREVAILED DURING THE SECOND HALF OF MARCH BEFORE 
WINTRY WEATHER RETURNED FOR APRIL'S FIRST WEEK. THIS INCLUDED AN 
UNPRECEDENTED ICE STORM FROM ROCHESTER TO OSWEGO. 

AS FOR SNOWFALL...THERE WERE 15 LAKE EFFECT EVENTS...THE MOST IN 
SEVEN YEARS. MOST OF THESE WERE MODEST...BUT OSWEGO COUNTY WAS 
NAILED WITH SEVERAL MAJOR EVENTS IN JANUARY AND FEBRUARY. LAKE ERIE 
FROZE BY MID JANUARY...CUTTING OFF THE LAKE MACHINE FOR WESTERN NEW 
YORK. DETAILED SUMMARIES ON EACH EVENT ARE INCLUDED IN THE LAKE 
EFFECT SECTION OF OUR WEBSITE (WWW.ERH.NOAA.GOV/BUF).

THERE WERE SEVERAL SYNOPTIC EVENTS...BUT THE REGION WAS ONLY BRUSHED 
BY THE MAJOR STORMS WHICH AFFECTED THE NORTHEAST COAST DURING 
FEBRUARY. THE HEAVIEST SNOWS IN OUR AREA WERE ON CHRISTMAS DAY WITH 
6 TO 12 INCHES AND THE EARLY APRIL STORM WITH 8 TO 14 INCHES ACROSS 
JEFFERSON AND LEWIS COUNTIES.

THE FOLLOWING ARE REPRESENTATIVE SNOWFALL TOTALS FROM OUR 
SNOWSPOTTER NETWORK FOR THE 2002-03 SEASON. THIS NETWORK CONSISTS OF 
OVER 200 MEMBERS. AMOUNTS FOR SPECIFIC TOWNS WITH MORE THAN ONE 
SPOTTER ARE AVERAGED...AND APRIL TOTALS ARE ESTIMATED. "OFFICIAL" 
TOTALS FROM NWS SITES ARE INCLUDED NEAR THE END OF THE REPORT.
