On the left-hand side of the photo you will notice the trees bending toward the tornado.  This is the strong inflow of warm air into the tornado, which is a process important to tornado formation and longevity.  Warm inflow into a tornadic storm means the storm is healthy and the tornado may remain on the ground for a while.  If a tornado has not yet formed, it is definitely possible that one will, especially if a wall cloud is present.
