October 29, 2012 – Hurricane Sandy

Event Overview –

Hurricane Sandy was the largest Atlantic hurricane on record, as well as the second-costliest Atlantic hurricane in history, only surpassed by Hurricane Katrina in 2005. The eighteenth named storm and tenth hurricane of the 2012 Atlantic hurricane season, Hurricane Sandy devastated portions of the Caribbean, Mid-Atlantic and Northeastern United States (Figure 1) in late October 2012. Sandy is estimated to have caused damage of at least $20 billion. Preliminary estimates of losses that include business interruption surpass $50 billion, behind only Hurricane Katrina. At least 191 people were killed along the path of the storm in seven countries.

Hurricane Sandy affected at least 24 states, from Florida to Maine (Figure 2) and west to Michigan and Wisconsin, with particularly severe damage in New Jersey and New York. Its storm surge hit New York City on October 29, flooding streets, tunnels and subway lines and cutting power in and around the city.

In addition to the strong winds (Figure 3), heavy rain (Figure 4) and coastal flooding, Sandy brought snow to the higher elevations from the Carolinas north into West Virginia and Maryland.

Evolution and Impacts –

Despite being far out to sea, Sandy had a number of impacts on eastern North Carolina. Ocracoke and Highway 12 on Hatteras Island were flooded with up to 2 feet of water, closing part of the highway, while 20 people on a fishing trip were stranded on Portsmouth Island.

On October 29, the Coast Guard responded to a distress call from the H.M.S. Bounty (Figure 5), which was built for the 1962 movie Mutiny on the Bounty. It was taking on water about 90 miles southeast of Cape Hatteras. Sixteen people were on board. The Coast Guard said the 16 people abandoned ship and got into two lifeboats, wearing survival suits and life jackets. The ship sank after the crew got off. As of mid-morning on October 29, the Coast Guard rescued 14. Another crew member was found hours later but was unresponsive and died later on. Only the captain remains missing. On November 1, the Coast Guard suspended its search for Robin Walbridge, the captain of the Bounty. The search lasted more than 90 hours, covering approximately 12,000 square nautical miles in the Atlantic Ocean. As of November 4, there were three Hurricane Sandy-related fatalities in North Carolina.

WAVES ON TOP OF THE SURGE RESULTED IN MODERATE TO MAJOR BEACH

EROSION AND OVER-WASH ALONG THE COAST FROM DUCK TO HATTERAS. A LARGE

SECTION OF HIGHWAY 12 NORTH OF RODANTHE WAS CLOSED DUE TO EXTENSIVE

DAMAGE TO THE ROAD...CAUSED BY WAVE ACTION AND OCEAN OVER-WASH.

STORM TOTAL RAINFALL FROM SEVEN TO EIGHT INCHES ONLY COMPOUNDED THE

SURGE PROBLEMS. DAMAGE ASSESSMENTS ARE CURRENTLY ONGOING IN THE

COUNTY.

SURGE FROM 3 TO 5 FEET OCCURRED ALONG THE SOUTHERN PAMLICO SOUND

ALONG THE LOWER REACHES OF THE NEUSE RIVER. STORM TOTAL RAINFALL OF

2 TO 3 INCHES WAS RECORDED ACROSS THE COUNTY. MINOR FLOODING

OCCURRED ON SWIFT CREEK NEAR STREETS FERRY. NO SIGNIFICANT DAMAGE

WAS REPORTED IN THE COUNTY.

STORM SURGE RANGED FROM 2 TO 4 FEET ACROSS THE EASTERN PART OF THE

COUNTY ADJACENT TO PAMLICO SOUND. HIGHEST STORM SURGE OCCURRED IN

ORIENTAL AND ACROSS THE HOBUCKEN LOWLANDS. STORM TOTAL RAINFALL WAS

AROUND 2.5 INCHES. A VOLUNTARY EVACUATION WAS ORDERED AND ONE

SHELTER WAS OPENED. NO DAMAGE WAS REPORTED IN THE COUNTY.

COUNTY TO 60 MPH IN OUTER BANKS HYDE COUNTY. STORM SURGE RANGED FROM

1 FOOT ACROSS MAINLAND HYDE COUNTY IN ENGELHARD TO 3 FEET SOUND-SIDE

IN OCRACOKE. MINOR TO MODERATE BEACH EROSION OCCURRED DUE TO LARGE

BREAKING WAVES. SEVERAL HOMES WERE FLOODED DUE TO SOUND-SIDE SURGE.

DAMAGE ASSESSMENTS ARE ONGOING.

THE HIGHEST STORM SURGE OF 2 TO 3 FEET WAS MEASURED IN THE SOUTHERN

PART OF THE COUNTY ADJACENT TO THE PAMLICO RIVER IN AURORA. HIGHEST

STORM TOTAL RAINFALL WAS 2.5 INCHES. NO DAMAGE WAS REPORTED IN THE

COUNTY.
