* THE RIVER IS FORECAST TO CONTINUE TO FALL TO BELOW FLOOD STAGE
  AFTER 2 PM THURSDAY.
* IMPACT...AT 1227 FEET...MINOR FLOOD STAGE WITH TWO FEET OF WATER
  FLOWING OVER THE SPILLWAY. THE RIVER OVERFLOWS ITS BANKS
  DOWNSTREAM.
